Under a federal court order to improve conditions
and reduce overcrowding, the City of Philadelphia
embarked on a fast-tracked project to build its
first new jail in a generation. The program called
for 650 single cells to house inmates in a safe
and secure environment. Opportunities for
inmate rehabilitation were included in the
program, which called for a rich mix of treatment,
recreational and job training facilities.
